Response to DCLG's Starter Homes Regulations technical consultation

In addition to concerns raised about the impact the scheme could have on other forms of affordable housing, our main point was around how the Starter Homes scheme's 20% discount should be operated.
The BSA's response to the Starter Homes Regulations: technical consultation can be found here.

In addition to concerns raised about the impact the scheme could have on other forms of affordable housing, our main point was around how the 20% discount should be operated. In particular, that after the initial 5-years the 20% discount gradually tapers down over a number of years, to be agreed with industry. And that when the property is sold, it is sold at full market value without any requirement on the next buyer being either a first-time buyer or under the age of 40, with the remaining period of the discount fed back into the system to fund future affordable housing.
