In a speech launching the Centre for Social Justice's Breakthrough Manchester Report, David Cameron MP (Con, Witney) set out his vision for giving people greater control over public services.  Mr Cameron also used the speech to announce the formation of the Conservative Co-operative Movement, which would help local residents to establish groups to manage their public services.  The Conservative leader said he wanted “to make mutualisation a core part of our policy framework for the voluntary sector.”
