The Scottish Government consulted on proposals to make it a legal obligation for homeowners to improve their home's energy efficiency to an EPC rating of C or above in order to sell it from 2024 onwards.
The BSA responded to the consultation agreeing with the principle of the proposals, but arguing that it should be implemented in phases to enable homeowners to spread the cost of improvements, and cautioning against the risk of stranded assets and down valuations which could have a significant effect on the Scottish housing market.
