Best practice guide: Non-financial misconduct readiness

A practical guide developed by the Building Societies Association and BDO LLP to support member firms assess and strengthen their approach to non-financial misconduct.

The FCA's final guidance on non-financial misconduct was documented in Policy Statement 25/23 and comes into force on 1 September 2026. The guidance is intended to help firms make fair consistent and well-evidenced decisions.

The Building Societies Association, in partnership with BDO LLP, has developed this best practice guide to help firms assess their readiness and strengthen their approach to non-financial misconduct.

Designed for boards, senior leaders, HR, Compliance, Risk and governance professionals, the guide brings together regulatory expectations, practical implementation considerations and management prompts to support firms in building a proportionate, evidence-based and robust framework.

The guide explains how firms can move beyond policy updates and embed non-financial misconduct within their wider culture, conduct risk and governance frameworks. It highlights the importance of treating serious misconduct, such as bullying, harassment and violence, as a regulatory conduct and culture risk rather than solely an employment relations issue.
